Rec'd Government House?
Hongkong, 28th June, 1907.
I have the honour to transmit for the signification of His Majesty's pleasure the accompanying Ordinance entitled "An Ordinance to amend the Public Health and Buildings Ordinance, 1903".
The usual report by the Attorney-General is attached.
2. It has in practice been found desirable, in order to avoid inflicting undue hardship on owners of property in certain cases, that there should be the power to grant total exemption, with or without conditions, from the requirement for the provision of open spaces in rear of existing buildings built prior to the passing of Ordinance No. 1 of 1903.
When conditions are imposed they usually take the form of requiring the opening of large windows in the back walls of the premises opening into streets.
